Goalkeeper take possession of ball in the goal circle. She then completely leaves the goal circle and is grounded outside the goal circle with both feet. Attacker comes near her but does not check stick. Goalkeeper turns and dumps ball back in to goal circle. I called goal circle violation since the ball was not "played". My partner told me that he was told by some district official that just the attacker approaching/challenging the goalkeeper is "played". I do not see how that is possible. 2011 USL Rules, definitions PLAYED refers to an action whereby the ball leaves the player?s crosse and is touched by another player, or her crosse is checked crosse to crosse by an opposing player. The ball does not have to be successfully dislodged from the crosse. So is this a goal circle violation?

Your call was correct. This is a goal circle violation. The goalkeeper was not played. Passed or checked before reentering the goal circle.

Trail official calls shooting space call, as lead official blows the whistle for check to head. Whistles go off at the same time. Lead makes eye contact with trail, thinking that trail blew the whistle for check to head, but trail was assuming lead was calling shooting space. Trail then steps in and setup the FP for shooting space and then lead steps in and cards for check to head. Since the foul was on trail side, trail official continues the setup and places the defender in shooting space behind and deferred whistle to the lead. At the next stoppage of play, lead asked why the trail official placed someone behind on the FP since a card was given? What is correct.

You have two fouls on the same attacker by different defenders. Therefore administer 2 major fouls. Card and remove the player who made a check to the head. Place the shooting space violator behind at the 12.

On the draw, the rule says up and away. How far up is up and can they push the ball forward instead of back? In other words do they have to bring their stick up and back towards their shoulders or can they go up and push the stick forward away from their body?

The movement in the draw is up and away. There is no measurement for up. As long as the up movement is from the starting position it can be any distance. Away can be in any direction from the start position- backwards, sideways or toward.

Things to remember on the Draw:
1. The 2 centers toe the center line.
2. Place the ball in the middle between the centers sticks
3. Sticks are at a comfortable position for both players especially if there is a height difference.
4. When umpire states "ready" no movement from the centers can take place.
5. Both players draw "up and away" when the whistle blows.
6. The ball must go above the height of both players heads.

Do JV coaches have option of playing either 1) 30 minutes running per half; 2) a full regulation 50 minute game?

There are no 30-minute games in high school. High School games are two (2) -25 minute periods. At the coaches direction, they can be running time with the last 2 minutes of each half stopped clock; could be running the entire time; could be regulation time, stopping after each goal and last 2 minutes of each half.

Freshmen/JV Games THE COACHES decide the length of the game.

Goalkeeper has been fouled (major) outside cage by the attack. Is the free position (FP) for her out on the 8m or at the spot of the foul?

If the attacking team fouled the GK outside her circle the administration is GK with ball 8 meters away from the GC, the attacker that caused the foul is 4m behind, all other players away 4m.

If the defensive team chooses to pull their goalie out of the defensive end can they have another player go over the restraining line? So essentially there will be eight defenders and an open goal.

USL Page 30 Restraining Line. A team must not:
a. have more than 7 players on or over the restraining line in their offensive end.
b. have more than 8 players on or over the restraining line in their defensive end.
Therefore if a team pulls a GK the team may have 8 players on their defensive end.

What is the proper admin for offsides when the ball is rolling toward RSL coming out on transition and also quite close to a sideline?

1) If a midfield red defense cannot resist and crosses below RSL to get the ball coming toward her and is therefore offside’s.
A. Whistle- Offsides-Red-Defense. Place defender back onside, give ball to nearest attack player from the attacking area the ball 4 meters in front of RL (toward goal)and place a red defender behind. Note: Review manual for other setups for defensive outside and location of ball at time of call.

2) If a midfield white attack commits the same violation.
A. Whistle- Offsides-White-Attack. Place attack player back onsides at middle of the RL Give nearest red defender the ball and place 4 meters in front of the white attack player at RL.

What is the responsibility of the player marking a player behind the goal circle in terms of shooting space. If the player they are marking is directly behind the goal and someone takes a shot is it shooting space or a dangerous shot/propel or both.

The defender closely marking a player directly behind goal is exempt from 3 seconds but not shooting space (Obstruction to Free Space). Her body is blocking the free space to goal- also it sets up a unsafe situation as she can not act like a goal keeper. It is the responsibility of the attacker not to shoot at a unprotected player. You may have both fouls. If the umpire did not whistle for the Shooting Space or was late and the attacker shot and hit the defender you have off setting fouls. Shooting space and Dangerous propelling.
Card the attacker-she goes off for 3 minutes, take a throw 8m away from goal circle. Take the nearest attack and defender for the throw.

If there is a shot on goal and it is rolling out of bounds and a player touches it but doesn't control it then it goes out, is it given to the other player or because they didn't control it prior to it going out it goes to whomever is closest?

No- On a shot the ball may go off a stick/body of a player multiple times and if she is the closest when it goes out of bounds she with get it. You had it right "controlled". In your example the player did not have control. No control, closest player to the ball will get it on a shot/deflected shot. Keep in mind that if the ball comes to a rest just inside the field of play and a player tries to pick it but they cause it to go out of bounds it is a change of possession.

3 seconds only applies to double teaming a non-ball player in the arc. If someone has the ball can they be doubled teamed without violating 3 seconds?

3 seconds is in affect when ball crosses the RL. 3 seconds is on a defender in the 8m not marking a player within a stick length. 3 seconds is on a defender who is double teaming a non ball carrier. The ball carrier can be defended by a single, double, triple or more if all players are within a stick length. NO 3 second call would be made!

If the draw goes out of bounds...redraw or throw?

If NO player from either team touched the ball prior to it going out of bounds on the draw- It will be a redraw- clock is stopped.

Goalkeeper in her goal circle is called for dangerous check. We awarded a free position to attacker at center hash and left goalkeeper in goal circle. Was this correct?

Deflected shot on goal, goalkeeper leaves goal circle and is closest to ball and is awarded free position near end line. She dumps ball into goal circle and then enters goal circle to retrieve ball (no one else played ball or checked her stick). What is call (if any)?

There is NO violation by the goalkeeper. She was awarded a boundry ball outside the goal circle and may place it back into the goal circle.
HELPFUL HINT: IF THE UMPIRE NEVER STARTED A 10 SECOND COUNT THE BALL MAY BE ENTERED INTO THE GC
